The discussion so far has emphasized how any form of regulation, including command and control has its own strengths and weaknesses. There is no single way of implementing regulation that is obviously superior to all others or that should be regarded as the default first option to employ. Rather than leading to the recommendation of one approach that is inherently efficient and effective, awareness of the diversity of regulatory styles and what each has to offer is important. Smart regulation is about the overall approach to administering regulation more than the judicious selection of the “one best way” to design intervention.
