In today’s world more than 50 percent of the global software population is engaged in modifying existing applications rather than writing new applications. This implies that maintenance and enhancement estimating is actually the most critical aspect of software cost estimating.
Surprisingly, for such an important topic as maintenance, less than half of the current software cost-estimating tools have special maintenance and enhancement estimating modes. The reason for this lack will be discussed later in this chapter, but the essence of the situation is that maintenance and enhancement estimation is much more difficult than estimating brand-new software projects.
