Gather Information, Plan, and Conceptualize the Evaluation
This chapter focuses on developing a deep understanding of the initiative’s purpose and design as well as the perspectives of key stakeholders. The ideal time to plan an evaluation is when the development initiative is being designed. Asking evaluation questions can help stakeholders understand the desired impact of the development initiative in concrete terms.
