1 Introduction
Electricity industries around the world are undergoing rapid and widespread change from drivers including growing global energy security and climate change pressures. In response, many countries have implemented renewable policy support measures that both reduce emissions and fossil fuel dependence (REN21, 2012), and some have adopted emission reduction targets for their electricity industries.
