Introduction
The idea of sustainable development is no longer new but still remains challenging. It is now more than 15 years since the report of the Brundtland Commission (WCED, 1987) gave it worldwide publicity. The United Nations (UN) General Assembly that reviewed progress since the UN Conference on Environment and Development (UNCED) in Rio de Janeiro in 1992 has come and gone with much rhetoric but little demonstrable impact (Dodds, 1997; Osborn and Bigg, 1998).
