EXCHANGES WITH OFFERORS
The government is not required to sit down and negotiate with companies pursuing contracts. In fact, the government doesn’t even have to talk to the companies in a negotiated procurement. In some cases, there is no talk or negotiation at all. The government simply awards a contract on the basis of initial offers. This means that the deal is made solely on the basis of the paperwork submitted by the companies. It’s like sealed bidding without the public opening!
