PAST PERFORMANCE
Past performance is the new kid on the procurement block. It is a mandatory evaluation factor for negotiated procurements over $150,000. The FAR allows exceptions, such as when it doesn’t make sense because the item is brand new. In the past, negotiated procurements did not have to consider past performance as a specific evaluation factor. Nor was past performance as such considered in sealed bidding.
