CSAPR includes three separate cap and trade programs to achieve these reductions: the CSAPR NO_x ozone seating trading program, the CSAPR NO_x annual trading program, and the CSAPR SO₂ annual trading program. The CSAPR trading programs were schedule to replace the CAIR trading programs starting January 1, 2012; however, on December 30, 2011, the U.S. Court of Appeals for the D.C. Circuit Court stayed CSAPR pending judicial review and on August 21, 2012 the court issued a decision vacating the rule [27]. On April 29, 2014, the U.S. Supreme Court reversed the D.C.
