Consider for a moment the kind of workforce the FBI manager
must supervise. Every employee is a survivor of a screening pro-
cess that weeds out 90 percent of tens of thousands of appli-
cants every year. All were about thirty years old when they
applied for the job. All were chosen, in part, for their records of
achievement in civilian life. All have college degrees. All are,
furthermore, graduates of the FBI Academy. Most have been
