THE INTERNET HAS CHANGED DRAMATICALLY from its origins. It has grown from a small number of universities and government agencies to a worldwide network with more than two billion users. As it has grown, it has changed how people communicate and do business. It has brought many opportunities and benefits. The Internet continues to grow and expand in new and varied ways. It supports innovation and new services. Like outer space, the maturing Internet is a new frontier. There is no Internet government or central authority. It is full of challenges—and questionable behavior.
