Clear goals or shared goals?

We live in a world of key performance indicators, management by objectives and routine scrutiny of performance. Having clear goals is one of the basics of management. And yet managers in even the most sophisticated global groups were frustrated by the lack of goal clarity. This was not a minor quibble from a few managers. Sixty-five per cent of managers interviewed rated it as one of the top issues in making global teams work. How can goals be unclear in a well-run firm?

This chapter will explore the paradox that the more sophisticated an organisation becomes, the harder it is to manage goal setting effectively. We will look at the challenge of goal setting in six sections:
