Trade Development Strategic Linkages

Once a national strategy is designed, it does not necessarily follow that export performance will improve. Linkages are essential.

A structure is required for successful leadership and concerted action, encompassing both institutions and institutional linkages, which means structure should follow strategy. The strategic planner needs to find answers to a series of questions:

  • What kind of linkages will work best in national conditions?
  • What linkages are needed at the strategic planning phase?
  • Which linkages are required during implementation?
  • How should linkages be exploited for better evaluation of the strategy and its various programs?
