Introduction

The 2002 World Summit on Sustainable Development (WSSD) did not shy from discussing problems of governance at the level of national institutions and policies. The Johannesburg Plan of Implementation (JPOI) that emerged from the summit correctly emphasized in section I (4) the lead role of ‘good governance within each country’.
