Creating backup and restoring it is not the only option on how to migrate the database to Azure. This process can be done without using a backup, directly migrating the database to Azure.
In order to do this, the first step is to select the database, click on bold Tasks and select the option to Deploy Database to Microsoft Azure SQL Database in SSMS. The first step is shown in this screenshot:
