Application Tuning
In my nearly 20 years of working with Oracle, if I had a dollar for every poorly written SQL statement, missing index, or ill-conceived transaction that I've come across, I probably would have more money than Larry Ellison. OK, that's a slight exaggeration. But seriously, here's my one-sentence theory that explains why application-side issues are typically to blame for most performance problems:
Application developers (and in some cases, database administrators) rarely test the performance of a new application in a realistic setting before deploying the application in a production environment.
