Implementation

Tuesday, January 12, 1:24 p.m. . . .

Barton and Akita moved to the back of the engineering building cafeteria with their food trays. Very few people lingered at other tables. The cafeteria would close soon. Workers had started to wipe down tables and sweep floors.

A late lunch had been the only time that worked in both their calendars, and by this hour Barton and Akita were hungry. They got a brief start on eating before Barton came directly to the point:

“Why haven’t I received the report I expected yesterday? I scheduled this meeting for today so we could discuss it.”

Barton said this in a calm, even tone. Akita studied his face, trying to decide whether he was angry.

“Truth is,” Akita answered, “we’re having problems.” ...
