4 The principal regulations
Introduction
As we saw in the last chapter, statutes enable the Minister or Secretary of State to make regulations. All regulations, such as the Noise at Work Regulations 1989, are made under the HSWA. More recently, regulations have been made in order to implement EC Directives. For instance, the ‘Council Directive on the introduction of measures to encourage improvements in the health and safety of workers at work’ (the Framework Directive) was implemented in the UK as the Management of Health and Safety at Work Regulations (MHSWR) 1992.
