Scoping is mission critical, in more ways than one. The scope must be true to the mission of the certifying body or program, but also narrow enough to be practical, scalable, and marketable. For example, an outpatient obstetrics clinical record has information that is historically relevant at the time of actual delivery, but the inpatient obstetrical record requires very different functionalities and information about both mother and baby (with a record of its own at the time of birth).
