Caution: The following shouldn't be a very controversial statement, but for some of your hiring managers it will be.
Hiring managers must embrace the idea of conducting an exploratory phone screen with 100% of the candidates their recruiters highly recommend.
If they do not, they will spend too much time trying to find a reasonably competent person. Yet if they do agree to this step, it will help them hire more outstanding people on a consistent basis and minimize the need to see more than three or four people for more in-depth interviewing to make one great Win-Win Hiring outcome.
