The emphasis that Hollywood places on script development underscores the impact a script can have on a movie project. It’s hard to make a good movie out of a bad script (and by "bad" here I mean mis-engineered), and it’s hard to make money on a bad movie. The method of the Hollywood system sets quality gates around script development activities; the project will rarely move through these gates if the resulting pages don’t align with the project’s predefined business purpose.
