Peer review is a great technique for providing continuity of quality across the life of a project. Look at any project’s work flow. From phase to phase, new components emerge. Just about all stem from previous ones. Most build on each one. If defects or nonconformities slip in at any phase (as they are likely to do) but go unchecked, the quality of the resulting products will inevitably suffer.
