Step 2, defining program purpose, might sometimes be Step 1. The process we are outlining is a sequential interlocking process but is not lock-step. The sequencing of these two steps depends upon the clarity of the call. If you, as the HR professional, are approached with a vague request for a program, you most likely will have to build support before you can hone in on purpose. If purpose as defined in this section is clear at the beginning, then finding support may become Step 2.
