Step 2, defining program purpose, might sometimes be Step 1. The process we are outlining is a sequential interlocking process but is not lock-step. The sequencing of these two steps depends upon the clarity of the call. If you, as the HR professional, are approached with a vague request for a program, you most likely will have to build support before you can hone in on purpose.
