President Bill Clinton arrived at the joint session of Congress ready to deliver a speech about a major issue—health care. It would be nationally televised as well. The president looked at the TelePrompter in front of him. There was an immediate problem: The speech he was seeing was not the health-care one but his earlier State-of-the-Union address. He signaled the Vice President about the problem and continued on, reading from his paper manu-script on the lectern. Several minutes later, the right speech appeared on the TelePrompter.
