The Bootstrap framework (formerly known as the Twitter Bootstrap framework) stands out from most other frameworks, as it is completely responsive out of the box. You can either use it as a static framework, or use their additional files to quickly deploy a fully responsive site. This is a great tool to use when you need to produce fast and good sites, and you are willing to make minimal design adjustments to an external standard.
