In mid-2006, the Bush administration was determined to make substantial and visible progress in protecting U.S. borders and reducing illegal immigration. A key part of the strategy was to dramatically increase the size of the U.S. Border Patrol, a component of the Customs and Border Protection Bureau (CBP). With the administration’s commitment to the public, the agency was faced with the challenge of increasing the number of border patrol agents from just over 12,000 to more than 18,000, a staffing increase of 50 percent, in just 18 months.
