This section provides explanations of the issues introduced in the preceding overview, along with specific examples to illustrate the concepts of collective bargaining as they are applied in the federal, state, and local governments and in the private sector. For purposes of this discussion, all of the labor-management collective bargaining acts—private or nonprofit (the LMRA), federal (the LMRS), and state (PERAs)—will be referred to generically as labor-management relations acts.
