21.1 Introduction: Pay TV Content Security

When the Japanese government moved to crack down on illegal downloads of music to mobiles in September 2009, the facts it presented were stark. While there were only 70 million legal downloads, illegal downloads numbered over 400 million in a market that is considered low on piracy. It was the same reason why Disney turned to deliver mobile video services, including full-length movies, through SK Telecom at a price of no more than $ 1.30 per viewing, but as secure content.
