COULD NOTHING BE DONE?—I
It is a rather cynical question to ask. But, it is also the one most commonly asked in Third World countries. This is understandable. The problems they face are so varied and vast and have remained with them for such a long time that these people have come to seriously doubt if they will ever see good days. The problems and challenges are not peculiar to any particular developing country as such. They fall into a general pattern—not enough growth, not much perceptible sign of improvement for a large section of the population, emergence of split societies with a small privileged elite and a toiling majority hounded by poverty and want.
