Investigation Plan
In 1984, the World Health Organization suggested that up to 30 percent of all new and remodeled buildings worldwide experienced excessive indoor air quality complaints (U.S. Environmental Protection Agency [EPA] 1991). From 1989 to 1990, the National Institute for Occupational Safety and Health (NIOSH) indoor air quality requests jumped from 8 percent to 52 percent.
In 1989, NIOSH completed an 11-year indoor air quality investigation inclusive of 529 buildings and identified inadequate ventilation as the major cause of indoor air quality–related problems encountered in offices and other nonindustrial work environments, whereas 13 percent of the problems were caused by unknown sources.
