Refactoring and re-architecting process
All legacy programs are not created equal. Some are more mission critical than others, some are modified more frequently than others, and some just work and do not experience much in the way of maintenance or modification.
An early commitment had been made to adopt an online environment that was all J2EE. During the assessment phase it was recognized that many of the programs were in a non-critical category. They were not central to the core business processes, performed simple utility operations, and typically did not change. The question became: What was the most expeditious way to migrate the programs from COBOL to an executable state in the new environment?
