Keep in mind that the Microsoft Quantum Development Kit contains Q# as a quantum programming language and the tools and frameworks to simulate a quantum program on your PC. The programming language Q# itself is meant to run on an actual quantum computer, but when you are running it on your local PC, you are only simulating a quantum computer.
