9 Evaluation of the Health Insurance Policy Program

The purpose of this chapter is to illustrate how program theory-driven evaluation science was used to help design, implement, and evaluate a program to produce and disseminate knowledge of current statewide trends related to health and health insurance in the state of California. The Health Insurance Policy Program (HIPP) aimed to support efforts in the state to increase access to health insurance for California workers and their families.
