14 Reflections and Lessons Learned
The purpose of this chapter is to highlight some reflections and lessons that have been learned from the applications of theory-driven program evaluation. The evaluations presented in part II illustrate in great detail how the dynamic, three-step process can play out in “real world” evaluation settings. Each of the cases presented raises challenges for the evaluators and stakeholders, and it should now be apparent that stakeholder decisions about the three steps, how to represent their programs visually, key evaluation questions, design and methods, scope of work, and contract requirements vary considerably across applications.
