As networks become increasingly complex and traffic shifts toward IP-based services (see Chapter 9, “Content and Services”), intelligent networks (or those capable of not only routing traffic efficiently, but also recognizing applications and enforcing traffic policies), form the foundation upon which these services ride. With such rapid shifts in network traffic models, industry trends, and subscriber expectations, reactively dimensioning and optimizing IP networks for a specific type of traffic is no longer a feasible approach.
