Modern routing technology is based on a number of criteria called type of service factors (TOS), an Internet term for quality of service factors (QOS), an OSI term. These factors are defined by the network administrators and users and may include criteria such as delay, throughput, security needs, etc. The path through an internet is chosen based on the ability of the routers and networks to meet a required service.

This technique is also called link state routing, because the TOS values are applied to each communication link in the internet.
