In order for non-specialist readers from the business to understand the downsides of the traditional model, and the subsequent proposals for correcting them, it is essential to understand the basics of how an IT department operates.

Anyone already working in IT can either skim very briefly through this chapter or skip it altogether – although it is recommended to read the two essential conclusions entitled 'The fundamental difference between IT and non-IT activities' and 'That's not my problem! – process ownership and behaviour'.
