SOAP-Lite requires Perl 5 (perl-5.8-win32-bin.tar from http://perl.apache.org/download/) to be installed. The SOAP-Lite executable SOAP-Lite-latest. zip can be downloaded from http://www.soaplite.com/.

You need to add the Perl installation location to the PATH.
