While efforts to minimize human trafficking can be categorized as prosecution of the trafficker, prevention of the crime and protection of the victim, most countries have concentrated their anti-human trafficking efforts on prosecuting the trafficker rather than crime prevention and the protection of victims. There is little literature on the effectiveness of Canadian programs to protect victims of labour trafficking.
