The integrating concept is change. Drucker (1999:73) contends that the only ones who will survive in a period when change is the norm will be the change leaders, for ‘to be a successful change leader an enterprise has to have a policy of systematic innovation’.

In his paper, Caldwell (2002) identified a number of key areas of innovation that he felt were going to be vital for the development and growth of schools. In this chapter a number of these are explored with specific reference to the SEN sector.
