3. The Appropriate People Are at the Table

Allen Hard is a natural collaborator and a delightful guy to boot. He spent most of his career leading executive education programs for federal government managers. Since retiring, Hard has found a new passion: working with nongovernmental organizations (NGOs) in Southeast Asia to help local villages develop water sanitation facilities that are critical to improving their health.
One of his successful projects in Southeast Asia began in 1997 and involved four countries—China, Vietnam, Cambodia, and Laos—plus NGOs and academic institutions in those areas.
