Every organization has some type of performance measurement system.
is system of ratios, performance statistics, budget data, and scorecards is
used to evaluate the effectiveness of the organization over a prior period of per-
formance. e flaws in using only this type of reporting are twofold. First, the
data are retrospective. At best, the data are usually thirty days old, the result of
the prior month’s efforts. Even worse, sometimes data, such as patient satisfac-
tion survey results, lag a full fiscal quarter. It is very difficult indeed to make
real-time adjustments to systems and processes based on data that is thirty
to ninety days old. e second flaw is that the data are not very transparent.
