The significance and role of urban local governments, as an integral part of local self-government has substantially increased with the advent of independence. Consequently they could not remain only field agencies for the development and maintenance of civic services and for the execution of national programmes in their respective areas but they were also called upon to act as primary units of democratic governments. There is, however, a common feeling, that they have failed to achieve the twin objectives referred to above.
