OS X Mountain Lion and newer releases of OS X feature Gatekeeper, a security measure designed to make it impossible for illicit software to be installed on your Mac. It does this by blocking any program you download that isn’t digitally signed with Apple’s permission.

You can disable Gatekeeper in the Security & Privacy pane of System Preferences (Apple menuSystem Preferences; look under the General tab and the Allow Applications Downloaded From heading), which can be useful if you download a program you know to be safe but that hasn’t been digitally signed (although you should ensure it’s enabled again afterward).
