Climate change has been legitimized by scientists, and public officials are taking notice and taking action.xliv Although Federal action on GHGs has yet to take place, there has been an explosion in the number of cities, states, and regions taking proactive measures to address climate change through GHG reduction targets, zero-waste goals, and various other strategies.xlv,xlvi,xlvii Policy-making groups that formed in the US include the Mayor’s Climate Protection Initiative and regional efforts such as:
