As you collect the work, especially if you have many projects, think about how to organize the projects. Are some of the programs from collections of projects? Do some programs have phased releases? Do some products need to be separated into smaller salable or releasable products?
A program is a collection of projects that all together deliver significant value. Each project may have some value by itself. But the real value is the collection of projects into one deliverable: a program. You might have a program of a number of projects all with one release date. Or you might have a program of phased work, where each phase delivers some significant value.
