Identifying and agreeing on strategic objectives and priorities is essential in any government and not-for-profit organization. However, I see many of these organizations struggling to agree on strategic priorities. One reason for this is the fact that they often have different external stakeholders with differing, and sometimes opposing, external demands and requirements.
