European Union media policy
4.1 Summary
Since the 1980s, EC film and TV policy has been based on mass media’s role in the formation of identity. There has been a distinct shift away from policy concerned with the free trade of film and television programmes to a culturally led approach. This chapter will briefly consider the history of the European Union and explain its structure. The history of media policy will be reviewed, beginning with the three medium-term plans of the 1970s and 1980s, and then considering in more depth the statement on broadcasting policy, Television Without Frontiers.
