Organizational resilience and common understanding

The more changes a local government faces, the more managers must increasingly act guided by a crude and changing model of causalities in local government. Managing resilience is based on shared narratives based on active and deliberative performance management which motivates and justifies actions taken in a particular setting. In this framing, the distinction between elected officials and managers as employed public servants is blurred. The chapter does not address this particular distinction. The focus is instead on how resilient organisations seem to be successfully tending to four particular tensions.
