INTRODUCTION
Vulnerability has been associated with poverty, powerlessness, weakness, limited capacity and lack of resources. As such, people who are considered poor, weak, incapable and with little resources are labelled as vulnerable. They then become the objects of planning by the various stakeholders in poverty reduction and development. We are living and working at a time when there is a significant level of interest in vulnerability reduction.
