INTRODUCTION: THE VULNERABILITY PERSPECTIVE
The vulnerability perspective (variously elaborated in Hewitt, 1983b; 1997; Winchester, 1992; Blaikie et al, 1994; Varley, 1994; Chambers, 1995; Twigg and Bhatt, 1998; Comfort et al, 2000; Cannon, 2000; and others) has become a significant constituent of hazard and disaster studies in both the developed North and the developing South.
